fully controlliability for bullet bill

i had an itch to start hacking again. heres one to check off my list of code to make. some people have asked me in the past to make this. took me a few days to track down the codes to make it. they work everywhere. i recommend when using the manual turning bullet bill that you keep it under 300cc. i have a some more codes coming. i also am using a new component/hdmi capture device so the video should be sharp and crisp.
